Wow....ouch. 

The US is Toyota's largest customer so of course, its worth all their attention to save as much business as they can.  The "cost" to Toyota for all the incentives being offered alone could be in the billions.  Cost being lost revenue for those buyers who would otherwise finance Camry's at 5% interest rate with $4000 over invoice, etc.
